Do not let city give up growth------ the thinking of urban planning in resource-based cities during the period between abundance and exhaustion in natural resource

Abstract: Abstract: resource-based cities mean the cities which are developed based on the discovery of mineral resource, including coal, oil and all kinds of metal mineral. The emergence of resource-based cities is inevitable. However, the mineral resource is non-renewable, and its discovery is inevitable. Therefore, some issues of urban development are arisen and different in these resource-based cities due to the mode of “Development and construction around mine” and “Priority production, post construction”, compared with those in general cities. Some indications of urban development show that those issues may cause a “Doom of ruin” future. This paper firstly studies the issue of urban development in resource-based cities during “Zhong yuan qi (the period between abundance and exhaustion in natural resource)”. Secondly, it studies strategies of urban planning which are recommended to be adopted in those resource-based cities during process of the city transition. Finally, it proposes three principles, including “avoid weaknesses”, “overcome weakness” and “act according to circumstances”, to seek appropriate strategies of urban planning. Meanwhile, it also provides feasible methods of urban planning in certain type of city development.
